The accuracy can be really high with phantom bow if one were to use explosive tips in high density mode like rush or obliteration.

Yeah the stats might seem sketchy but it is possible. Accuracy is calculated by 100*(shot hit/shot fired). The splash damage from the explosive tips or poison tips can affect multiple targets per shot and hence makes up that number.
